Regulatory portfolio

Regulatory readiness is half the bid.

✓

Radiological activities

Croatian authorisation — relevant to detectors, dosimeters, isotope identifiers and sealed sources.

✓

HALMED channels

Active registration pathways for medical devices and pharmaceutical items.

✓

CE certification expertise

Class I–III medical device pathways and CBRN protective equipment EN/ISO standards.

✓

Speed of execution

Fast turnaround on permits, registration, customs classification and CE documentation.

Manufacturers entering Croatia through R4D inherit our authorisations from day one.Not after six to twelve months of certification work.
What we bring

More than technical capability.

Success in this procurement environment is rarely a function of product alone.

01

B2G experience

From scoping and specification through bid preparation, evaluation and award.

02

Institutional fluency

Knowledge of the contracting authority and how specifications evolve through consultations.

03

Regulatory speed

A tangible operational advantage few local partners can match.

04

Selectivity

We work only with manufacturers whose technical strength matches the requirement profile.

How it works

From product to tender-ready in four steps.

A structured path for manufacturers who are new to Croatian public procurement.

01

Assess

We review your product against rescEU specifications, EN/ISO standards and regulatory requirements.

02

Prepare

Radiological permits, HALMED registration, customs classification and CE documentation.

03

Position

We agree the cooperation model and, where needed, a consortium with roles defined per tender.

04

Bid & deliver

Croatian-language documents, e-procurement submission, bid guarantees and post-award integration.

Why a local partner

Entering alone vs. with R4D.

Public tenders in Croatia are run in Croatian, on national portals, with local formalities.

Cooperation

Three ways to work together.

We tailor the partnership structure to your market objectives.

Model A

Exclusive distribution

Long-term exclusive arrangement for Croatia, with a defined portfolio and agreed targets.

Best for sustained Croatian and regional presence.
Model B

Market representation

Local representation under a structured commission or fee, without taking title to goods.

Best for market entry and bid support without distribution commitment.
Model C

Project consortium

Tender-by-tender consortium for rescEU bids, with roles defined per tender.

Best for manufacturers approaching Croatia opportunistically.
FAQ

Questions from manufacturers.

How fast can we enter the Croatian market?

Manufacturers working through R4D inherit our authorisations and regulatory throughput from day one, instead of waiting six to twelve months for certification work.

Which cooperation model fits us?

Exclusive distribution for long-term presence, market representation for early entry without taking title to goods, or a project consortium for single rescEU tenders. We help you choose.

How are you paid?

Representation works under a structured commission or fee arrangement. Terms depend on the model and are agreed individually.

Is our first conversation confidential?

Yes. We offer a confidential video call within 48 hours of your request.

Can I get a one-page overview?

Yes, our Quick Facts sheet. Request it by email.

What it means for manufacturers

Procurement has moved from preparation to tendering. Bids need Croatian-language documents, certificates and a local bank guarantee, which is exactly where a local partner shortens the path.
